Iowa Regional Utilities Association (IRUA) makes it simple to start, change, or manage your water service. Most requests begin with a short form, and many can be completed online. Here’s an overview of the forms members use most, who needs each one, and how to submit them so your request is handled quickly. The full list of forms and documents appears below.

The form you need depends on whether you own or rent the property and whether the property is already connected to IRUA’s system.
Only property owners can be IRUA members, and membership makes you a part-owner of the Association. When a tenant is billed, the property owner remains responsible for the account, including any unpaid renter bills. Keeping the Landlord/Tenant Billing Agreement current helps everyone stay on the same page.

Moving out, selling a property, or ending a rental? Please contact IRUA before the change happens. Advance notice helps make sure your final meter reading and final bill are accurate.
Seasonal service: If you only need water turned off and back on for part of the year, a technician can do that at the meter pit. Schedule by phone at least 48 hours ahead. A $35.00 fee applies, and the monthly minimum charge continues while water is off.

No-fee autopay from a checking account is one of the easiest ways to stay current. You can enroll in whichever way is most convenient:
Here’s what to expect once you’re enrolled:
New customers who joined after August 1, 2024 enroll in either automatic bank withdrawal (ACH) or recurring card payments. Learn more on the Enroll in Autopay page.
Many everyday account tasks can be handled in IRUA’s customer portal, with no paperwork at all. In the portal, you can save payment information, view billing and usage history, sign up for paperless statements and text notifications, enroll in autopay, and link multiple properties.
To register, you’ll need your 5-digit account number and the phone number on your account. If your bill shows a 4-digit account number, add a 0 to the front. For more ways to handle your account, visit Manage My Service.
Submitting a form is simple. Follow these steps to make sure IRUA receives it:
No. Renters can apply using the Application for Service, Renters. Only property owners can be members, so the owner also signs a Landlord/Tenant Billing Agreement for any account where a tenant is billed.
Check your inbox for a verification email. Forms that use electronic signatures aren’t submitted until you confirm that email. If you can’t find it, call 641-792-7011 and we’ll help.
If your form was submitted fewer than 5 business days before your due date, autopay begins with the following cycle. Please pay that month’s bill directly.
Yes. You can email info@irua.net to let IRUA know about a move. Please reach out before the change happens so your final reading and bill are accurate.
Autopay from a checking account has no fee. Card payments made by phone or online, e-checks, and portal Quick Pay carry a fee of $1.75 or 2.5% of the total payment amount.
