Iowa Regional Utilities Association (IRUA) wants every member to have the information they need, right when they need it. IRUA’s resources are grouped into four simple areas. Choose the one that fits what you’re looking for:

Forms & Documents

Most service requests begin with a simple form, and many can be completed online. The Forms & Documents page explains each one and lists the documents you may need. Common forms include:

  • Start or transfer service: For property owners moving into a home that’s already connected, plus a separate application for renters. You can begin with the Start or Transfer Service form.
  • Landlord/Tenant Billing Agreement: Needed for every account where a tenant is billed.
  • Stop service: Let IRUA know before a move, sale, or rental change so your final reading and bill are accurate. Use the Stop Service form to get started.
  • AutoPay enrollment: Set up no-fee automatic payments from your checking account.
  • Emergency Water Usage Form: For use by fire departments.

Some forms use electronic signatures. If you receive a verification email after signing, be sure to confirm it. Your form isn’t submitted until you do.

Water Quality Reports

Each year, IRUA publishes reports about the drinking water it delivers. These reports explain where your water comes from and share information about the past year. Each one covers the previous calendar year, so the reports published in 2026 cover 2025.

Annual Reports

IRUA is a member-owned, not-for-profit association, and members are part-owners. Sharing a clear yearly report is part of that relationship. The Annual Reports page collects the current and past editions, which cover topics like:

  • How IRUA’s construction has been funded
  • Budget and rate decisions from the Board of Directors

Manage Your Account Online

Many everyday tasks don’t need a form at all. IRUA’s customer portal makes it simple to:

  • Save your payment information and pay your bill
  • View your billing and usage history
  • Sign up for paperless statements and text notifications
  • Enroll in autopay
  • Link multiple properties

To register, you’ll need your 5-digit account number and the phone number on your account. If your bill shows a 4-digit account number, add a 0 to the front. For step-by-step help, visit Manage My Service.

Ways to Pay Your Bill

IRUA offers several ways to pay, so you can choose what works best for you:

  • Online: Make a one-time, recurring, or draft payment by bank account or card in the customer portal, or use Quick Pay.
  • By phone: Pay with a debit or credit card by calling 641-321-3646.
  • By mail: Send a check or money order to 1351 Iowa Speedway Drive, Newton, IA 50208. Please don’t send cash by mail.
  • Drop box: Use the drop box in the office circle drive. Write your account number on your payment or include your stub.
  • In person: Visit the Newton office and pay by card, check, or money order.
  • Bank bill pay: Use your bank’s bill-pay service.
  • Autopay: Enroll in automatic withdrawal from your checking account at no charge.

Card payments made by phone or online, e-checks, and portal Quick Pay carry a fee of $1.75 or 2.5% of the total payment amount. E-checks are accepted only through the portal.

Billing Basics

A few simple facts can make your monthly statement easier to understand:

  • Cycle billing: Bills are due on the 1st, 2nd, 3rd, or 4th Friday of the month, depending on your property’s billing cycle. Your statement shows your due date and cycle number.
  • Monthly meter reading: Meters are read remotely by radio each month.
  • Billing by the gallon: Usage is billed per gallon.
  • Monthly minimum: A monthly minimum charge applies to every meter in service, even when no water is used.

How do I know which form I need?

It depends on whether you own or rent the property and what you’d like to do. The Forms & Documents page walks you through each option. If you’re still unsure, call 641-792-7011 and we’ll help you choose.

How do I sign up for e-statements?

Sign up in the customer portal, or email info@irua.net with your account number from the email address that should receive your statements. E-statements arrive 5 days sooner than paper statements.

What information should I have ready when I call after hours?

Please share the account name, account number, property address, and a phone number where you can be reached. That helps IRUA’s answering service get your message to the right person.

How can I tell if an automated call is from IRUA?

IRUA’s automated calls may come from a 1-800 number, 641-321-3646, or 641-792-7011. Saving 641-321-3646 in your contacts makes these calls easy to recognize.

Where can I find current service updates?

Visit the News & Alerts page for current notices. IRUA also sends automatic alerts by phone call, and by email if one is on file, so keep your contact details up to date.
